Mr. Hammond —
After reviewing your request, please be advised that our agency must respectfully withhold records identifying the specific location of Flock camera installations throughout the parish. The disclosure of the precise locations of these cameras is exempt from disclosure under the Louisiana Public Records Law because release of this information would reveal sensitive law enforcement security information, the disclosure of which could compromise public safety and the effectiveness of law enforcement operations. (See La. R.S. 44:3(A)(3)) Accordingly, records identifying the specific locations of our agency’s Flock camera are not subject to public disclosure and will not be produced.
Further, your request (#5) seeking production of “Any emails, memoranda, or correspondence between the Sheriff’s Office and Flock Safety concerning public records requests, data privacy, data sharing with other agencies, or concerns about the system” cannot be reasonably processed as submitted. The request is overly broad in scope and would require agency staff to conduct an extensive review of a substantial volume of communications accumulated over multiple years.
The categories identified in your request are not maintained in a manner that permits retrieval by subject matter alone. Accordingly, processing your request would require staff personnel to manually review and evaluate potentially thousands of emails and other records to determine whether each communication pertains to the subjects identified in your request and whether any applicable exemptions to disclosure apply. Such an undertaking would impose an unreasonable administrative burden and substantially interfere with the agency’s ability to carry out its regular functions. If you wish to narrow your request by identifying a specific date range, particular individuals, or a more limited subject matter, we will be happy to evaluate the revised request and conduct a reasonable search for responsive records.
Lastly, pursuant to Louisiana Public Records Law, our office has commenced processing your request. Due to the scope of the records sought, the need for record searches by personnel of multiple departments, and review required to determine whether any information contained in the records is exempt or confident, requiring redaction, it is anticipated that processing will be completed within approximately 2–4 weeks. This time frame is subject to change, at which time you will be notified accordingly. Rest assured that our staff is working diligently to process your records request as promptly as practicable.
